So...  more or less a 2 willpower AND ready a questing hero AND chump blocker...  assuming you need all 3 of those in one turn, and have a spirit hero with 3 resources.  And if he can also soak a point of archery before blocking, even better.  I can see him being awesome on those rare turns when everything lines up, but I don't think I'm including him in a deck.

With Arwen around, it isn't hard to stack resources on a single hero to be able to utilize this ability. But those Noldor heroes in Spirit are only Arwen, Cirdan, Glorfindel and Galadriel.  Galadriel doesn't count since she can't quest.  Glorfindel will already (likely) have the Light on him.  Leaving Arwen or Cirdan - who only have middling stats beyond their questing.  So pretty meh there.  So assuming we are using resource acceleration Arwen, not exhausting the hero is pretty underwhelming.  but getting 2 WP and a chump blocker in the same turn isn't terrible.   

What I love most about him is that he's from Gondor, so that means auto include in my Gondor spirit support deck which precisely lacks allies. And with Leadership Boromir on board, the captain may also attack for one, he's not just a chump blocker...

Cirdan has a reason to remain ready: to use Narya.

Of course, if you're not getting good value from Narya either then your analysis is fine.
