He's good, no doubt, but doesn't really replace Glorfindel in most non-Noldor-Discard decks. Having him up and ready (on turn one) with that minimal threat-cost is what makes Hero Glorfindel so ubiquitous.
Honestly, I think the upcoming Tactics Eowyn does a better job of replacing Hero Glorfindel in most deck.
Still, in the right deck this is a very powerful card. Especially when a lot of times you want to be discarding cards with current Noldor decks. And it saves your Light of Valinior for another target (Erestor, Cirdan and Galdor are all good alternate targets).
