If I ready him after he is declared as an attacker, can I attack another enemy with him that combat phase?
Yep. As long as you don't declare an attack against the same enemy twice in the same round, he can keep attacking.
I typically use them (and Eowyn) in my solo deck, so I have access to Steward and Horn of Gondor for resource generation. It works really well against a lot of quests.
