Its like Quick Strike (Core) + Dunhere (Core) for a ranged character. Me likey.

Am I right in assuming this card can be used after the staging step during the questing phase, making it a whole lot better then quick strike?

This card combined with a geared up Legolas is often enough to remove an enemy entirely from the equation before the questing resolves.

Absolutely! You are allowed to use "player actions" after each player reveals one card during the quest phase.

You sure can use it after staging. Also it doesn't say "Printed range". So you can give a character the ranged keyword using cards like Dunedain cache and Rivendell Bow. But remember if the enemy has a "When revealed" effect that would trigger before you have the opportunity to attack and kill it with Hands upon the bow. But you can still kill it and remove it's threat before quest resolution.
