Does this mean thet you can't place progress tokens on the current quest if DB has no damage on him?
If it is the active location; yes.
It can really ruin your strategy/day if you aren't really putting damage on DB and waiting till the last quest stage to do so.
Edit: Unless you are on stage 2B which has an effect that allows you to place progress on the quest stage bypassing the active location.
