can he get back the Quick Strike just played to declare him as attacker?

I don't see why not.As soon as you play a card, it is discarded.
No, that won't work. From p.9 of the rules:

"An event card is played from a player's hand, its text effects are resolved, and the card is then placed in its owner's discard pile." [emphasis mine]

So, you play Quick Strike, resolve its text (i.e., make an attack) and then discard Quick Strike. If Hama exhausts to make the Quick Strike attack, the opportunity to trigger his response effect will occur before Quick Strike is in the discard pile.

If you have two copies of Quick Strike, however, Hama can recycle them indefinitely (Play one, recur the other, etc.).
Works nicely with Legolas (Core) (or any other archer) and Hands Upon the Bow (SaF).
Hama obviously isn't one of the strongest character's ever, but he has a low starting threat for Tactics, and a very useful ability that will require a deck to be built around. Also, his attack ties for the highest. The Rohan trait has been slowly but steadily gaining traction, although nowhere near the dominance of dwarves yet. But back to that ability, Tactics has some great events, Feint in particular is a life-saver, and direct-damage cards like Hail of Stones are also handy, (especially paired with cards like Gondorian Spearman and Spear of the Citadel). I'd rate him as a 4-star hero, better than the average tactics hero.

Infinitely cycle feint, sneak attack, thicket of spears, foe hammer, goblin cleaver etc. He can be a draw engine, damage engine, stall engine etc. The only thing holding him back is probably the lack of range, but you could have another hero or some allies fill up that hole. Or just use some other events.

I am with Siroma. The ability to loop events and feint lock an annoying baddie is pretty powerful. This even makes Charge of the Rohirrim a useful card when you pop on Rohan Warhorse on Hama or another rohan. Attack, use Charge of the Rohirrim, unexhaust with Rohan Warhorse Get it back Charge. Rinse/repeat.

I'd love to see him balanced with spirit and a Silver Harp! Free use of a tactics card with no side-effect.
