The stronger of the two brothers - because you can defend and attack. Rivals Dain for the best defender in the game. Under-costed by one in threat, and the only real sacrifice is in flexibility in choosing heroes.

He can both defend and attack, but I think you are underselling them. Their real strength is that Elrohir can defend multiple times and attack once potentionally, while Elladan can attack multiple times. I think they both are amazing cards so long as they are played together.
Keep in mind that Elladan (RtR) doesn't have to be in the same deck, just on the table. Elrohir works beautifully with his brother and Common Cause (Core). Arwen Undomiel (TWitW) is also handy, as are Dunedain Warning (CatC) and Dunedain Signal (RtM).
