Does anyone use this guy to good effect?
I mean, I can see how you could combo him with effects like Northern Tracker or Lorien Guide to more selectively snipe locations but...a 0/1/1/3 for three resources?

Nope. He's pretty terrible and I don't see any reason to ever run him.
Obviously most decks won't want him, but any ally with an exhaust ability has combo potential. I use him in a Grim Resolve combo deck as a way to destroy locations in the staging area (the deck doesn't have Spirit so can't use Northern Tracker).
