Nice to have a decent defender for only 2 resources. Although, if anything does get through his high D it's lights out. I love the image on this card.

is there an action phase before the damage allocation, thereby allowing a healer to exhaust? Or am I thinking of a MTG effect?

There is an action window between the shadow card being revealed and the damage being dealt.
It won´t do you any good to exhaust a healer though since, for the healer´s ability to work, the character you want to heal has to have at least one damage assigned to him (which would make defender of rammas quite dead). If you had a damage prevention effect that would be another case.
