Even without taking in the synergy with Gondor and its ability, the stats aren't bad. Factor in it's ability, which if you have some scrying ability (which is easy with lore) and you have a cheap, solid ally here. Though I may have a bias because of that awesome art...

Considering that his ability is an action that would be useful in the quest phase, this would be a great card, but, that being said, if his ability is done at the end of the phase, and the only action segment in the quest phase is after all encounter cards are put out, what exactly is the point of this ability?  The card wouldn't remove threat from encounter cards after they've already been in the staging area, because it says "the next enemy added to the staging area".  I don't know, maybe someone could explain that to me.

You can trigger actions during commiting to the quest.
