One of those locations that very quickly becomes the Active Location, and thankfully provides a last resort way to get it taken care of.
can you use the action more then once each phase? Meaning getting your threat up by more then one to get rid of this locaiton while it's in the staging phase before the quest resolve step?
Yes, you can use it as many times as you like during each action window. If you want, you can have both players raise their respective threat levels by 5 to explore this prior to quest resolution.

You can also use cave torch and raise your threat only 2 to get rid of this card ;)
