So useless card to me...
1 star
Expensive (2 resources, exhaust an Eagle) and narrow (destroyed ally). It is a pity that a beautifully themed card is so poor.
2 stars for the theme.
I'd be willing to give it that second star for the theme, but it's not even an Eagle traited event so the one can grab it.
I think it should be a zero cost. That would work wonderfully, since you are exhausting an eagle and getting a zero net card gain.
