After finishing the Mirkwood cycle this hobbit became a very solid and versatile hero. Just attach him some
Fast Hitch (TDM), Song of Mocking (TDM) or Dunedain Signal (RtM) was probably what xanferatu wanted to say ;)

1) But if you use Song of Mocking on Frodo and redirect damage to someone else, you cannot cancel that damage, can you?
Why not? it doesn't break any rule, just keep in mind the once per phase sentence (and your threat level)
You play the Song of Mocking on Frodo and then redirect the damage to him. Not the other way round
Outshines poor Bilbo. Frodo's ability to essentially quest and block is very valuable in the early game - making him fulfill a similar role to Aragorn in some ways.

Lets say Frodo is defending attack, he is damaged and I have to raise my threat - can it be reduced by Eflhelm?

ELFHELM:

While Elfhelm is ready, he gains: "Response: After your threat is raised as the result of questing unsuccessfully, or by an encounter or quest card effect, reduce your threat by 1."

(I think not but I would like to hear your opinion)

No - your threat is being raised by Frodo's text, and that doesn't fit in any of the sources that trigger Elfhelm.

My opinion about frodo baggins is that frodo is the type of person that can reach his point to where hes going becuase in the movie of Lord of the Rings part 1-3.He said that he can destory the ring without the great eye knowing that he has the ring.
