Nice to see some positive location effects again!
And be careful not to track it away with your Northern Tracker (Core).

If I am not using any Leadership heroes, may I still use this effect?

That is the whole idea of this location - if you are not running Leadership (and have no cards that give the icon) this is the only way to put resources on Grimbeorn.

Just a quick reminder, neutral resources - such as Gandalf - do not belong to any sphere, so he doesn't gain the benefit of this location to play cards from your hand.

I understand using it to put resources on Grimbeorn, I just don't know if I may "play a leadership card from my hand" since I don't technically have any Leadership heroes.  For example, if this location is active, can I play "Steward of Gondor" that is splashed into a Lore/Tactics/Spirit deck.

Yes, you can. It is the same as with Grimbeorn - your "green" or "blue" or "red" resource tokens get an additional color, if you would prefer to read it that way. I tend to explain it like this because this is different from "hero X gains the Y resource icon" like the song cards. In that case you get additional resource icon which gives you the second "color" on your token. The Grove only "paints" your tokens, so cards that require "play on a Leadership hero" still can't be played unless you put out a Song of Kings.

In short, it gives resource match for Leadership cards for all heroes (except Gandalf so far) so you can play them from hand.
