He's Elrond (SaF) . . . almost, with a superb ability (and high cost) to make for efficient use of Vilya (SaF).
Play him if you're committed into Lore with 2 or more heroes, or have plans on boosting your Lore resources. He's got terrific, hero-level stats (actually higher than many), which make him worth his 5-cost right there, even before we get to his ability.

I would certainly include him in any Leaderhip/Lore deck presenting the new Faramir hero. Exploiting Gildor's high stats twice or once along with his ability is one of the most efficient things one could do.

His ability is amazing but in most instances I would rather use him for his stats--if you can Quest>stand>Defend every round with this guy you're laughing. 

 

I've run decks that used Gildor+Burning Brand+Self Preservation to make a super defender without needing Tactics. 

 

And he combos fantastically with Hobbit Box Gandalf+Narya for 7 willpower, 3-8 attack and 4-5 defense every turn (and yeah, that's 12 resources--but 7 of them are neutral and the results are pretty amazing).

Gildor Inglorion is amazing, his stats are so impressive that you will almost never use his ability. He will work like a 4th hero and better that most of the heroes because of his high stats (eleven points in stats + power ability O_O). I believe his cost is cheap for all what he can do.

 

He's one of my favourite allies on Core + Mirkwood Cycle besides Haldir of Lórien, Northern Tracker, Faramir, Beorn and the almighty Gandalf.

Get Nenya on Gandalf or Cirdan and get to use his stats and his ability.  If you cheat him in with something like Elfstone or at a reduced cost with To the Sea, then he's really worth a Sword Thain and unexpected Courage.
