EDIT: misread the card.
Still think it's underwhelming but I think it fits better in a Noldor-Discard deck than I did previously (though you still need to get a Leadership Hero or use Narya/Vilya tricks...or just Song of Kings, I guess).
@Jon - it is to defend against a single attack. So you are combining shields. I feel like this can be great against certain scenarios that have big attack values and you don't really want to chump block all the time. The card is definitely interesting, but I agree that it isn't overwhelming.
