The top card of your encounter discard pile is revealed in the sense that you can see it, but in the context of the games mechanics it was revealed when it first entered play from the top of the encounter deck.
This effect basically works like surge but from the discard pile rather than the top of the encounter deck. It's worded the way it is so that it is clear that the card it brings into play is considered to be "revealed" so that any "when revealed" effect on that card triggers.
