Is this like an underused good card that you can place on an ally to later ready a hero?
Sure, the problem is that generally the guy that you ready is a hero that you use a lot and the Hood is stuck there.

It's best swapped between two characters that solve situations for a game. One combat one quester or the like. So, depending on what the deck deals out, you can trade it to a character that will be able to give it back later.

When you attach the hood to the next character, does it stay exhausted?
Nope. it's ready so you can, later, exhaust the cloak and the attached character to ready another character.
It should stay exhausted until the refresh phase.
Still, Gimli had to exhaust to give it back to Frodo to let it work more than once.
We tried this in our group and it wasn't worth the slot. Miruvor is a better option
The problem here is that once the character you wanted to be ready gets the hood, you will rarely have that same character available to transfer it back, therefore it is more of a single-use attachment. So it is not that bad of an effect, but the deck space needed is the dealbreaker - there are better readying effects both in Spirit and outside of it.
If we ever see a player card that requires you to discard an attachment as an additional cost of sort, this card will become much better - attach, use, then sacrifice.
I've found plenty of use with this, especially if you have several characters with ways to stand up (such as unexpected courage or fast hitch) when your attacking hero ends up with nothing to do, hand it to a defender that needs to defend several times, like Beregond. When he doesn't need to defend as much, he can give it to someone that can help with the attack. It isn't for every build, but it can be huge in the right place.
