This card make me cry. It really should only cost 1, maybe even 0. There is a lot of conditions here, first your characters need to be rohan, they need to be ready, they need mounts that generally not really good and you still have to pay 2. Unless they come with better rohan heroes (eomer is good and has firefoot, but thats it) or better mounts, this is a binder card.
Of course you can make a deck around this card, but it is not going to be a really good deck.
There will be more mounts.
Enough for the cost to make sense.
