Grima's Handmaiden would have been equally appropriate. She negates his Action's drawback and, for the mere cost of 1, we have an excellent 2 WP quester at our disposal.
"Negates" is a strong word in this context since there are much more efficient ways to lower threat (though it is a nice bonus); besides the fact that the ability is limited to when she enters play.
Would rather point to Hero Galadriel as a more natural balance-point to Grima´s ability.
Also with Hero Galadriel she doesn't exhaust to quest the turn she is played, making her a threat-reducing, questing chump-blocker if needed.
