If you look at the top card of the encounter deck and find out the card is not a location, then do you leave the card on top of the encounter deck or do you have to shuffle the encounter deck? The text does not say to shuffle, which would make this card even better.
If it not a location, you must keep it at the top of the encounter deck.
Awesome. I'm just surprised the card is that powerful.
