I think in time with more ranged and more tactics silvan support this guy could be amazing. As he stands he's good, but the one defence and high cost is a problem. A hard card to rate without knowing what is coming next.
Unfortunate wording, so if you get him for free with Tree People you save 4 resources but you will not get his Hail of Arrows as he is "put into play" and not "played from hand".
Other than that, he is great nuke against high-armor enemies, if you can spend 3 resources (playing him without O'Lorien does not seems like a good idea).
