Does Haldir's ability refer to any engagements during a round or only to optional engagement checks made by a Haldir's player?

I believe it refers to any engagements (optional or forced) that were made against the player with Haldir in play. So as long as nothing has engaged the player using Haldir in any phase of the current round before you want to trigger this action in the combat phase, you are able to trigger the ability.

in that case, is he able to attack an enemy in the staging area ?

Hm, would multiple attackers be able to benefit from Haldir's ability to attack in staging area? Seems to me they would, since Dunhere's very similar ability specifically states: "when attacking alone", and Haldir's doesn't. So te me, it seems other characters would be able to participate... Or is that impossible because Haldir's attack is an action?

It is not a regular attack but an ability with an exhaustive cost and very clearly defines that you only declare Haldir as an attacker.

Dunhere has a passive ability which affects his normal attacks.

Haldir´s ability could also be used to strike preemptively against an enemy, before that enemy has had a chance to attack, whereas Dunhere´s ability is still subject to the normal attack-window.

I have a question about Haldir. If you are engaged with an enemy from a previous round in your play area and you are not engaging any enemies in the current round, can you still use Haldir's ability to attack an enemy in the staging area? For instance, I am playing Passage Through Mirkwood. I am currently engaged with a King Spider. King Spiders have a low engagement cost. In the current round, I will fight off the King Spider using Glorfindel. I did not engage any enemies in the current round. Can I use Haldir to attack one of the enemies currently in the staging area?

The language does seem to indicate that, since you didn't not engage an enemy that round - you are already engaged with one - then you should be able to use his ability.

Yes. It's only if you don't add another. Whether or not you're already dealing with enemies is of no concern.

No idea why he isn't rated 5, easily one of the best heroes out there if used right.

Several free feints over the course of a game and potentially a few kills on enemies in staging as well. 

Arguably just as good as Legolas Hero.

Only really good when run in a lore/tactics deck to get attachments like rivendell blade, but those two spheres don't seem to combine all that well IMO.  

 

He's also mostly useless in quests where you have to engage tonnes of enemies which seems to happen more often than not.  Then again, I mostly play 4-player.

 

There's potential for this guy to be a game-breaker if the right cards come out.

If he's in a lore deck paired with a tactics deck meant to support it, things will go well. The lore deck can do what they usually do, while haldir can get beefed up by the tactics attachments. The tactics deck can also be concerned with drawing the enemies directly to them, keeping the combat off of Haldir. No matter how I try to mix it up, it does still seem just a bit away from meshing real well.

can he choose an enemy that is immune to player card effects, also do this count as one attack per enemy per combat phase?

If it works like Quick Strike, It doesn't count as the normal attack you are allowed. You also won't worry about "immune to player effects" because he's just given the privilege to attack. Who he attacks is his business. :)

does not count as the one attack per enemy as it is similar to quick strike, hands upon the bow etc

and yes you can choose an enemy that is immune to player card effects as it does not target an enemy per say but rather Haldir himself

I use him paired with Legolas and Beregond. He is simply amazing: Never engage, hand over enemies to your co-players and defend via Beregond, Winged Guardian, Derndingle Warrior or Deorwine...or kill them with his Action before they attack. 

I play this dekc as pure tactic deck, the only lore cards I put into it are two healers (nice in any tactics deck), two lembas and one Wingfoot (the Wingfoot is just for fun to increase Haldirs impact, mostly not necessary). So I equip Haldir with 2 Bow of Galadrim (or 1 Bow and 1 Rivendell Blade when two Bow of Galadrim don't show up) and in addition one Rivendell bow. This 8 Attack kills most enemies at once before they attack.

Or to get rid of nasty enemies in the staging area that you cannot optionally engage.

 

He is a 6/5 attack hero, best there is!
