Remove what? the card that reduced the threat?
Yep. So while that doesn't matter for events, attachments, heroes and allies that reduce threat would be removed from the game if you trigger their effect while this location is in the victory display. There is a similar quest from the initial ones that removed the card after it triggered a heal ability.
This is the much-needed anti-Nori tech we've been waiting for from the design team!
Well if you play an event-reusage deck it does matter if it gets removed from the game.
