When is this worth it?

When you want to trade a 1-point agenda for an advantage over the corp. Possibly you have revealed a 2/3-point agenda that you can score if you have the extra credits. Or just to deny the corp a 1-point agenda that you access by having the extra credits.

When is this worth it?

Notoriety? you use up a complete turn to score notoriety (+1 click to draw it), THEN you use up one click to draw, play and use Data Dealer to get.. 9 credits (total 8 clicks) ? with magnum opus every shaper gets 8 credits in a single full turn....

(and don't forget that it's very unlikely that you can run all central servers without paying any credits!)

the point is the surprise factor of being able to discard notoriety or another 1pt agenda in a gambit to get a two or three point one.
I'd absolutely love this card if it didn't require a click. It'd be a great fallback for use against a Sea Source, unexpected rezzed piece of ice, etc. Forfeiting an agenda for it is well-worth the cost if that were the case (perhaps at 3 or 4 influence). As things stand, its use is limited to discarding one point agendas, or forfeiting an agenda in the hopes of stealing what could be an agenda so the corp can't score it.
There is another scenario that is perfect for this card. If the runner is short on credits and the corp plays an agenda in a server that the runner can't get to because of funds. The runner can prevent the corp from getting that agenda by playing this card and running on that server.

I saw this exact scenario in a tournament round and this card would have prevented the runner from losing the next turn.

I think this card (and other "forfeit agenda" -cards) are going to be valuable since there are so many -1 agenda trapcards out there. Or at least in my gaming circle, News Teams and Shi.ky? are almost in every deck with Global Food Initiative. Last game I had two News Teams, but then I just sold them and was swimming in money.

That's certainly the best use. But even without a Shi.Kyu/News Team meta, this card is pretty good with Fan Sites. If we include the clicks used to install Data Dealer and Fan Sites (x3), and the clicks to use Data Dealer, we have an effective ratio of 3,8 credits per click, which is fantastic.

 

It deserves more than 2 stars.

I took part in a "jank" tournament at the weekend; I threw one of these into my Geist deck - and it was genuinely good. I cashed in 2 Shi-Kyu's for $18 (and +2 agenda points). Towards the ned of the game (when I was out of B&E breakers and was 99% sure I couldn't win) I was just running on the off chance I'd hit an agenda; Archives gave me 3 Shi kyus (we didnt realise they were Forfeited from the game) and the corp wouldn't pay any money as he knew I wanted them and I'd just trade them in. Against a deck running -1 agenda cards (or things like Fan Site) this card is REALLY good. Equally, against decks that don't use them, its worthless.
