I agree with the Atlas move. It's really annoying when you know your opponent can do that, because the corp isn't X points away from winning, he's X - 1... it makes you run at traps and advanced one-pointers more often.
I think that the best use of this card is with Aggressive Negotiations. Install and advance twice, don't score. It looks like a trap until you score it to search with Aggressive Negotiations, and the bad pub isn't around as long. And if the runner steals it, it's only one point.
