Why is this ice rated only 2 stars? Strength 4, trace 3 and only costs 1 to rez. Seems like a cheap and efficient way to tag a runner. Even if you can't do anything with the tags early they will spend clicks and credits to remove the tags.
Because it has not "end the run" subroutine. This is the first thing a Corpo need in the early game with cheap pieces of ice.
I agree that this should be rated higher. I disagree that the runner is always going to spend to remove tags, especially if they don't rely on resources. There are plenty of decks that run Account Siphon x3 and don't remove tags. Against those decks it's a dead card unless you have other ways to use tags.
Outside of those matchups, the threat of tags is enough to make the runner remove them. On a practical side, this costs them 3 credits each run unless they boost their link or get a sentry breaker, which is solid. Being out of Mimic range is also worth noting.
For 1 influence, I prefer Shadow to this.
