Parasite trashes ICE immediately when it hits strength 0. Ice Carver is excellent, especially with the fixed breaker suite in Anarch. Keep in mind that ICE has to be rezzed to play a Parasite on it, and it has to stay rezzed (active) to have a strength of 0.
The Ice Wall is rezzed in my doubt. The point is if the runner has to make a run to encounter that ice with parasite or not because with the Ice Carver is not necessary to trash it. The difference between an option and the other one is a clic.
Oh, I see what you are asking. Yes, the stipulation on Ice Carver is that the strength is only lowered when the ICE is encountered, so you'd have to make a run if it's still at 1 strength in order to get Ice Carver to trigger. Sorry for the confusion.

"Fixed" here means "unchanging." You cannot usually change the strength of these icebreakers in the normal way; Ice Carver saves the Runner many Datasucker tokens.
