i misread this card initially, thinking it installed and rezzed the ice with no costs.

turns out it simply installs the ice but doesn't rez it, which is incredibly less useful. this thing is only good for saving an install click and a couple of credits for installing outer layer ice.
This thing is actually awesome. You install that on R&D or HQ on your first turn and it keeps getting stronger and stronger. Might combo well with Akitaro Watanabe or Amazon Industrial Zone or Edge of World. Also remember that this will trigger the HB-Core ability, because you're installing a card during the Runner's turn.

I actually like this card with guarding the net to get as much ice out in the beginning of the game as possible.

Well, yes... technically. It has the same problem as a Woodcutter: it does absolutely nothing to interact with the current run, only the future ones. Off the top of my head, this becomes really useful with 3 effects:

- Ash
- Nisei Mk. II
- Cell Portal

The Cell Portal combo is especially hilarious, when you think about it (provided you actually have enough ICE in your hand).

I view it as an RnD card, so run on a lot and only game winning when the player gets through a lot. I don't mind losing early runs on RnD if it gives me some advantage for when the runs become deadly.
I thought this card was meh until I had to run against it...it really forces the runner to play around it if they don't want to risk a tower of power guarding something they really might want to get into again.
Am I the only one who wants to put a Chum on top of this?

Also, unlike woodcutter which requires you to pay additional resources before it becomes useful, this actually saves you resources for later. I think it's more like Pop-up window in my mind.

I'd say it's a 4 if not.

 

I show people this card and all they have to say to me is that it doesn't end the run

 

so put an Icewall down first or something, whatever.

or if not in that order, the runner already got through anyway if they hit your mine layer in last position

 

normally it takes a click to install an ice, plus credits = to ice on the server.

 

now, not only does it not take 1 of your 3 clicks, but 1 of the runners clicks... on the runners turn not yours. His clicks install your ice when he runs, and pays for your install.

 

this card could be reworded 'gain a free click and the appropriate amount of credits to install a piece of ice on the runners turn per run' 

 

install on the 4rd place out = 3 credits

then 5th = + 4 credits 

you just gained ( saved )7 credits and 2 clicks... on the runners turn
