Install public sympathy or score a 2 point agenda with Adam's console installed and you are now back on hand size and have a free card draw engine.
Later in the game you might potentially 'Independent thought' trash this to both increase your max hand size and simultaneously fill it with cards.
Still, this "safety" protocol puts you in a single Scroch flatline range, which with Always be Running will make you fear Weyland so much. Plascrete is mandatory here for the time being.
I think this is the worst of the directives; I seem to get the occasional draw from it, but as I'm running Symmetrical Visage i tend to be drawing each turn anyway so I'm often at 3 cards. His console counters it quite easily once you score, but still it seems it's "upside" (free draw) is still pretty naff. I agree with Valdemart, Plascrete is needed against scorch decks.
