This doesn't seem like that big of a deal, but for a corp deck that intends to initiate a lot of traces it really is. Forcing the runner to set the threshold for the trace has an obvious financial impact, but also a psychological one.

this is probably the strongest card of the box.  reversing the math on traces makes even a trace 1 dangerous, but makes higher-strength traces absurd levels of taxing.
 
every time a trace initiates, the runner can spend any amount, and the corp just needs to beat that amount by 1 credit to get whatever it is out of the trace.  best case scenario, you just taxed the runner a lot of credits to avoid something that you spent nothing on.  worst case scenario, they spend nothing, and the trace triggers successfully, and you didn't have to spend anything extra on the trace.
 
Shinobi becomes a lot more dangerous as a potential flatline.  on-encounter traces are more likely to fire, and Ash 2X3ZB9CY is much more likely to trigger.  with all of those triggering traces, ChiLo City Grid can leverage a lot of tags and punish a runner who just lets them trigger without spending any money.  also, makes Manhunt better since it always triggers during a run.

 

doesn't work with out-of-run traces like Punitive, Midseasons, and Snatch & Grab, but it's already really strong.

Let's not forget the fun of letting the runner boosts a trace, spending a sizeable portion of their credit pool, then not boosting it and letting it fizzle, just to tax the runner.  Always an option.

Yeah, this card is very interesting... I really wonder how it stacks up against manhunt in a Making News trace-heavy deck (unfortunately you can't play both). I think it might depend on the amount of dangerous tracers you run, like Flare, Archangel, Assassin, etc. Normally it's really hard to figure out how much to spend: If you underspend then the runner matches it and if you overspend then you're out that much money. With this current in play, you shift that tough decision onto the runner. How much are they willing to pay to save that desperado from Flare? It also neuter's Sunny's console, which is nice because Sunny is a bad matchup for trace-heavy decks.
