It's pure murder in a tag and bag corp deck

Very good when you're playing with Data Raven or Bioroid Ice.
"Take the Raven's tag? I guess you're keeping it then."
"Say hello to Janus. Oh, by the way, you're out of clicks"
Also it's finally a 1 point Agenda that Jinteki can use. If I could I would user all 1 point agendas in that deck.
Actually, it is amazing in both the Jinteki IDs:

Personal Evolution
As I mentioned, lower point agendas will mean the runner will be required to take more damage to win the game, and they still get the same damage no matter if they score 1 point or 3

Replicating Perfection
Once scored, they have to run at a central server with action one to have a chance to run at a remote on action two.

Huh... I wonder, if I started writing an article about the strengths and weakness of using agendas under each ID, could that be a good read?

Not all clicks have equal value! This is just fantastic for any deck that wants to flatline the runner, and for HB. Here is are some scenarios where it shines:

TagNBag with Ghost Branch, Data Raven, Chilo City Grid, anything that tags: Runner gets a tag, discard False Leads to end their turn. Scorched Earth. (as azure and Subbak said)

Jinteki PE with various sources of net damage + Neural EMP: Runner takes some damage during a run, getting their hand down to 1 or 0, discard False Leads to end their turn. Apply 1-2 Neural EMP. (as Drakin said)

HB bioroid with Ichi, Heimdall, Victor or Janus: After rezzing bioroid ICE, or runner chooses to engage a bioroid planning to break it with clicks, discard False Leads to force them to suffer the subroutines, losing programs or taking brain damage. (as Subbak said)
Drakin: I'd read that. But you'll only have neutral agendas that you can cover so ... 4 agendas so far?

Don't discourage him, I want to read what he has to say about Executive Retreat!
RULES:
Care for wording. It suggests that runner with only one click left is immune to the effect.

supports this interpretation.
(I'd win one of my games on OCTG if i could take this click away and burn runner after Snare!, with only one click left he run away)
So this means you can use it only when there is a run on the runner's 2nd click, right?

You can also use it on the first click, or later if the runner has extra clicks from playing All-Nighter or Amped Up, etc. You also don't have to wait for a run to use it. Use two of them at the beginning of the Runner's turn and the turn is over.

What if the runner runs at click 3? Can it be used to force the runner to just loose the last click, or there should definetely be 2 clicks to loose (like in the case of Tollbooth, in which you have to have 3 cr to loose, otherwise you don't loose nothing)? The text reads ''click click, if able'', so 2 clicks are required to be available for loosing.

When you trigger it, check to see if the Runner has two consecutive unspent clicks - if yes, he looses them, if no - nothing happens, so don't throw away your agenda that easily.
