I was about to write a lengthy post in defense of the bugs, and then I noticed that it's the Runner who chooses what to trash. Poppycock.
You don't get to have great expectations when faced with a 1 influence, 0 rez ice, yet I have a feeling that it can find a niche in Jinteki and Core NBN, but only for the surprise factor.
At least it's not as much of a waste of card stock and ink as Salvage. Maybe the next cycle will treat Weyland less poorly.
I can only see one possible use of this one: trash-food for Security Subcontract.

I mean, it might be decent in the very early turns, but as spectre already said, the Runner pics the program anyway.
I like it. Like Pop-up Window, the whole idea is not to stop the Runner but to wear him down. My primary grievance would be that it's in the wrong faction - it obviously pairs well with NBN Core or with Jinteki server layering (Chum, Sensei).

Sure, the Runner picks the program to trash, but those aren't free, and particularly costly in decks running a slim number of programs counting on Special Order to find them. So most Runners (excepting Virus/Deja Vu decks, of course) are going to pay to beat the trace . . . so, again, it's all about the economics of it.

The issue i have with it is that it wears down the corp more than the Runner. I can see it in NBN or maybe with some tricks from midori.

As of the updated FAQ, the program trashed must be installed.

I like this card. Especially in a making news deck, it can seriously drain credits.
