I would have liked it better as a 2/3 agenda (with 8 or 9 creds instead of 7), cause the credit manipulation thing is more often a drawback, rather than an advantage.
If you can score it spending 4$ and still have 7$ left, it means you are either filthy rich already (which makes another 7$ redundant) or your runner friend is fast asleep at the other end of the table.
I prefer PSF for tag punishing.
This isn't much more over the top than Scorched Earth. The corps are known for using illegal methods for practically anything.
...thought a bazooka is probably overkill.
