Still, on its own it works very good for the lower end of the food chain - ice strength =>3.
Surge can help you, but it will most likely last for only one turn. If not coupled with wyrm, shapers can make good use of it adding Personal Touch and Helpful AI it is to be your main icebreaker.
A decent way to go with Charles is to start with Cyberfeeders and add Wyrm, it makes for a pretty effective (but not too cost-effective - even counting the feeders) icebreaking suite.
At first blush I'd say yes, since you are, in fact, using the icebreaker. But since it's not a paid ability, it leaves a bit of room for doubt.
Yes, you can. According to the FAQ, paying for a triggered ability in an icebreaker is considered "using an icebreaker". You can use Cyberfeeder and Spinal Modem for Darwin just like you can use them for Femme Fatale.
