Does this effect also apply in cases where runs are made through cards? (e.g., with The Maker's Eye or Sneakdoor Beta) So in order to play or use such cards, the runner must be able to pay an additional click?

That was my first reaction, yes, and perhaps I'm reading too much into it, but it also seemed possible that playing an event card was already enough to "pay for the run", and when would you have to pay for the additional click? as an added cost to the card? or as a cost to making the run? (but I suppose those are one and the same)

Just making sure that Ruhr Valley wasn't for some reason restricted to only affecting the cost of runs made normally without the initiation by another card.

I suppose that what clarifies this for me is that, for example, such event types (like The Maker's Eye and Demolition Run) are classified as "Event: Run" and therefore count as runs themselves, and so would incur the required extra cost in order to even play the card.

It's a click for the run. Like I said, all therun modifiers say: 'Make a run.' After that the effect of the modifier. It's clearly seperated. This might seem a little picky but there are other examples where you have to read the text correctly or you would get a completely different result.
There are many things that can be misinterpreted in game of this complexity.
Seriously, its not just "read the cards, all is clear, period"

I understand this Upgrade effect as "any kind of effect that allows you to make a run has its cost increased by a click" and IMO it applies to events as well, not only basic runner run action.

I don't see much arguments to support alternative version.

Edit:
Doppelganger (A Study In Static) is another type of card that allows runs, this one should also be affected by Ruhr Valley IMO
It means that if ruhr valley is installed in HQ, Sneakdoor Beta is a way to avoid paying the extra click (successfull run on archive => access HQ)
What if i rez it while the runner is running the server. Does it take effect or do i have to have it already rezzed to use the ability?
Pretty sure you have to have it rezzed before the run is announced.
