It's the sea source you can score!

Plus it doesn't require that they made a successful run last turn. This seems it'll be dangerous in the long run. Unless the runner boosts his link you can suck him dry.

I do not think that means what you think it means.

Or at the very least it does not mean what I think it means.
I haven't managed to score this yet, it seems to be snatched away every time, but once it is out a few turns of firing traces and the runner either has no cash to stpop the tags, or is spending it all to be rid of them, even if they have an income you are probably looking at a click to earn the cash and a click to clear the tag, so for each click I spend the runner ditches 2 to get back to square one.
Question is where do scored agendas sit? Do they sit in a server and can I put chilo city grid on it?

Scored agendas sit in the score area. It's not a server and is invulnerable to runner attacks. You therefore cannot combo this particular trace with chi-lo.
