Do ice-only servers count as a card installed *in* the server? As in the ice is part of the server but protecting it and not actually in the server--only assets, upgrades, and agendas are in the server?
ICE is installed 'protecting' a server. Assets/Upgrades/Agendas are installed 'in' a server. So ICE-only servers do not count.
