I think this is the best of the central only breakers. I have a 1-of in an Express deck to backup a 1-of Gordian thus freeing up 3 influence. In the early game it is sometimes more cost efficient to install Passport and use it to get into centrals protected with Quandry, but other wise I'd rather have a second copy of Gordian if the influence were available.
Now that the corp has answers for Yog, this one makes a good backup for Criminal if you're only splashing a single copy of Gordian Blade.
That rez cost is a small commitment to get you hammering central servers while you wait for Gordian and tutor other icebreakers. Gives you flexibility early and saves some influence.
1 to play and 3 credits to bust that Yog-proof Lotus Field? Yes please.
Yup. I use it exactly in this this role in an Express deck. Works well.
