So now the Corporation needs 2 pieces of ice for both R&D and HQ in turn 1 against criminals (and probably other runners as well) to counter both indexing and siphon.

Not entirely sure what FFG was thinking when they printed this card.
Eh, it's ok, not that good. Ice is important, and with 20 ice in your deck it's not often that you don't get 2 ice in your first 6 cards. Even if you can't rez it, it's going to deter those events. Also, Jackson counters the indexing play, so if you only get one ice and Jackson in your first 6 cards, just ice up HQ and install Jackson and you're safe against indexing. Better yet, you can bait the indexing and make it worthless. Even if you don't draw a Jackson, you can install any asset/upgrade in a remote to hopefully trick the runner into thinking it's a Jackson and deter the indexing, or at least make them check it.

Plus, the Runner could yet draw Siphon or Indexing in his first hand. Planned Assault is just as likely to be drawn as the missing Event thanks to a Diesel/Quality Time.

Anyway, drawing less than two (early game) ICEs in the first 6 cards is often a bad start for the Corp'.

This card is 2-influence whereas Account Siphon is 4.

 

So a non-criminal can shift from 3 Account Siphon to 2 Account Siphon + 1 Planned Assault to spare 2 influence.

 

Criminal can use the influence on many 1-off (Maker's Eye, Indexing...).
