Frame Job incoming!
In other cases, it will be a great way to manipulate Runner's score. But as for Snare!, the Corp's economy will have to follow.
Even with just 1 or 2 creds, the pacing stutter it causes can be handy. Unlikely to take the -1 agenda over just 1 or 2 net damage, your opponent has to reconsider if they can run elsewhere, risking more damage, or if they need to consolidate their position by drawing more cards, compounding clicks lost on top of the click wasted running on an ambush.
Considering this can be triggered from Archives it is pretty damn good. Even if the runner hits it in R&D and then trashes it, it has a good chance of locking them out of Archives unless they're willing to take -1 Agenda Point. Ouch!
Even with it activating from archives this card is bad. First it requires the corp to pay every time the runner acess it for it to be any good. With Shock it only taxes the runner this taxes both. Second it doesn't fire from R&D so all it does is make your R&D more pourous. Finally if the runner is actually running Data Dealer or Frame Job then this becomes an awful card for the corp to have. I can not imagine a deck that would want this over Snare or Shock.

It is an intersting card to bid their hand size. Do they discard hand or do they take the point loss.
Completely agree with frybender. Snare and Shock are just so good, and 3x of each is enough defense. Both are great at defending R&D and Shock does a better job than this at defending Archives.

How about this for a possibly reason.  Run a Jinteki Harmony deck with only 3 pointer agendas, lots of economy, and whatever else.  You only need to score 2 of them.  But if you get the runner to take these as 100% guaranteed they dont have any other choice -1 agenda point, they now need 3 of your agendas to win.  Doesnt matter if they take a second or third one of these.  You just need to hit them the once.

There are too many assumptions here that the corp is only placing one of these into archives. How about 2 or 3, with a few shocks for some synergy? Jackson Howard sweetens the deal. Now an undefended archives looks a bad deal for the runner, and your ICE can be somewhere else, doing something important. You can even overdraw your hand to get these in . . . Non-ICE protecting Archives? Yes, please.

 

Sure, if the Runner has a Frame Job or Data Dealer handy, you're out of luck, but that's a pretty big "if."

 

Snare is expensive to fire and protects either R&D or HQ once (let's not rely on dumb runners running one in a remote).

Assuming there is a winning agenda trashed by the runner in archives, which of the two happens first. Does the runner steal the agenda and win or do the corp make x net damage, which could also lead to a flatline? I mean, does the corp decide the order of the accessing of the cards in archives or the runner?

The runner accesses all cards in Archives simultaneously, and as the active player chooses the order to resolve effects.  So basically, the runner would get to choose to score the Agenda and win before Shi.Kyu would trigger in that instance.

Correct. If the game winning agenda is in archives, your alive-in-archives traps wont stop the runner from winning.
