"(not including Surat City Grid)" ... oh come on. The amount of cards you need to rez in order to make this a worthwhile investment is ridiculous.
Yes, but it may trigger perpetually - a simple 3-ice deep scoring server with Caprice and Surat Grid means you can get some solid discount for your ice. This card simply loves Gagarin, again.
I am actually thinking about Akitaro with this one - rez this, rez him (3 credits so far) and now each ice is 4 credits cheaper. Now that I mention it, Blue Sun will also like such discounts.
Chimera, Chimera, Chimera.
Wouldn't Akitaro Watanabe be the better option here? Pay 1c to rez him and then 0 for the Chimeras. Surat City Grid, on the other hand, would cost you 2c for the upgrade itself, 2c for the first Chimera and then 0 for additional ones. So it's 1c vs. 4c.
The only real advantage over Akitaro I could see would be 3 to 4 layer NEXT ICE, where rezzing all of them benefits each individual piece.

Seriously, though, I guess this is OK if you move really quickly. Surat/Akitaro/enough ICE to make it matter seems pretty slow to me -- you'd have to have the whole thing built before the Runner bothers with the server, since Surat's discount only applies to the 2nd rez.
Seems pretty crummy in the world of Drive-by/Political Operative/Councilman though.
Chimera doesn't work that well with Surat - you need to rez something else first before you can rez the Chimera for free. Two turns later there will hardly be any cards in the same server to rez besides ice, for which you needed the discount in the first place.
Much more straightforward use is with Spark, who intend to rez things almost constantly. The thing is almost everything there are advertisments, and you don't want them chain-rezzed.
This is the first occurence when I would have wanted to put two regions in the same server (Breaker Bay of course), but now that I think of it, BBG already fixes the upgrade/asset problem. This is made for ice towers in solid glaciers, which have the time to setup anyway.
Wait a minute. What do they mean by "another card"? Another card (anywhere) or another card from this particular server?
