Works as a 1-of in Criminal decks, where you may tutor it by using Hostage. Perhaps as a part of a Laramy Fisk decking strategy.
Criminals need too much influence just to get a functional breaker suite (especially now that Desperado is on the MWL). I don't see them shelling out 4 for a kinda nice but ultimately inessential card such as this one. I don't expect to see much of Mr Bhagat.
Plenty of HQ pressure in Anarch to justify this card in faction.
Noise always mills better, and cheaper, if that is your main strategy. This guy is way too expensive, not that I won't try and find a way of using him though.
