Unlike Exclusive Party and Out Of The Ashes, you don't want this in your heap. Instead, you aim for a large hand full of Fear the Masses. Box-E and Wyldcakes could be useful here. Plus, as it is an access-alternative, it works with Eater.
Up to 21 cards can be milled this way. One well-timed Salem's Hospitality will ruin this, though.
But how many people are going to run Salem outside of Harischandra and Haarp, two lesser played identities? Are we going to see it in NEH?
In Chronos Protocol and Weyland Tag-'n-bag decks it's something to consider.
