Shaper has Fan Site in-faction. So you have up to 3 click-free tutors - for any card type except events, that is. Pretty good card.
I think my Haley deck wants to give that a spin and see how it plays.

Now, I look at Trade-In and I laugh harder.
Sorry, but this card is bloody awful. Spending clicks to tutor hardware with Tyson Observatory works out roughly the same as those spent installing this + Fan Site (additionally, it takes fewer deck slots and works more reliably because it isn't combo-oriented), and Shaper already have plenty of cards to tutor programs. That leaves resources as the only installable card type unaccounted for, and off the top of my head I can't think of even one that I would want with such urgency that I'd be willing to sack an agenda to get it immediately.
I often found myself in a situation where the corp began to score and I didn't have all the tools needed to pressure them. That's why I like Logos, too. Need money? Get Kati or Magnum Opus. Need breakers? Get the breakers. Need MU? Get your console or chips.
It certainly takes a bit to build up (Fan Sites), but then it's very versatile. It also installs the cards, which returns you the clicks you've spent to install the Fan Sites.
And it gives you a way to get rid of News Teams/Shi.Kyus.
Another cool thing to do would be a scored Posted Bounty/Breaking News, followed by a forfeited Fan Site to install the Plascrete right before their first click.
Even without Fan Site, I might see it as a one-of. With the right toolkit in your deck, it could function as a get-out-of-jail free card. There are installables that can remove a tag, absorb damage, or throw up a roadblock to prevent a corp from scoring. The ability to throw one of those tools down during the corp's turn could break a lot of combos. Of course, with that price tag, it needs to be incredibly versatile, even to justify one card slot.
