Are neutral cards (possibly with influence cost) considered out-of-faction cards?
The rulebook mentions "out-of-faction" several times in regards to deckbuilding, but it only points that influence is used to include cards that are out-of-faction, and there are neutral cards with influence. There is no clear definition or anything mentioned in the FAQ.
From the currently available information I would conclude that IUSE does include the neutral cards as well. If you manage to put out two you can make good money from playing those Hedge Funds and Restructures. Definetely has some potential in horizontal decks as well.
