Conditional card draw in Shaper, the faction of more card draw options than you really need? No thanks.
Well, it's certainly a card for run-heavy Shaper decks. Those which use DaVinci and Datasucker. Perhaps combined with John Masanori to gain the drawing power of a Diesel every turn.
Or splashed in a Ken 'Express' Tenma deck. He has enough influence and Criminals certainly need more drawing power.
It would almost seem to make sense as a one-of with Hostage, but Mr. Li exists, and it's really hard to see how this has any actual advantage over Mr. Li in most Criminal decks. Alas, we're losing both soon enough . . .
but splashing this ahead of SMC or Test Run?
