Heh. I like this ice; it's got personality. But, even though Yog isn't as prevalent as it once was, I still hesitate to play lower strength code gates. Also Str 4 is still Atman's sweet spot.
So on the surface not seeing it in general, but it might be on the cusp of playble in the right deck as proven out with some testing.

No. The runner cannot use any abilities on corp cards, and vice versa.
I put x2 copies into a Titan advanceable ice / Trick of the Light deck, and after 5 games vs 3 different runner decks it has worked out ok.
The lack of stopping power is an obvious problem, but the ability to move it after it is rezzed is very useful. If I draw one too early for it to be useful I still have the option to either put it on archives or protecting a new remote, where it bluffs as something else. When the runner encounters it I rez if affordable, and then later move it to the top of a deeper ice tower. Pretty much all the other ice in the deck are advanceable except Architect, so this is always somewhat beneficial.
The decent thing about it is, it taxes the runner either way. Either they break it, or something more dangerous gets more expensive to deal with. This is definitely the weakest ice in the deck and thus subject to replacement if something better comes along, but in the meantime they are doing acceptable work for me.
Is Builder cappable of putting advancement tokens on unrezzed Ice that can only be advanced while rezzed? I lean towards no since while it is unrezzed, the ice cannot be advanced, so it seems like it is not a candidate for Builder's effect. However, I can see it argued either way and if it is possible it makes those ICE much better.
I believe you are correct. The text on Woodcutter/Tyrant says that they can only be advanced while rezzed, which means they cannot be advanced while unrezzed and thus, are not able to be advanced by builder unless they are rezzed. Sorry, Woodcutter and Tyrant are staying in the binder...
However, I am finding it prudent to note for newer players that "placing an advancement token" and "advancing a card" are two different things. The latter does the former, but the former can be done without the latter in many cases. The wording on cards matters quite a bit.
I agree. Tennin Institute would work, but the conditional "that can be advanced" here excludes unrezzed Woodcutter/Tyrant in this case.
