Advance it and it's Grim without bad pub...but is the tempo hit worth it?
Edit: yes, it often is. I put it in a deck and it is doing decent work for me.
Edit again: I think perhaps the most interesting thing about this card is that most of the actually played advanceable ice thus far has been ice wall and every now and then hadrian's wall and maybe shadow. Nothing too dangerous, as the advanceable ice that can hurt was no good and thus not played. But Nebula can hurt the runner's board state. Not only will this occasionally matter, it also makes a face down ice wall something the runner is suddenly less willing to face check without a sentry breaker in play.
