When your turn begins, give the Corp 1 bad publicity if he or she has no bad publicity.
Adjusted Chronotype
It's handy that you "may" lose a click at the beginning of the turn. This isn't Wyldside, where the party won't stop.
That makes it a low risk installation while you wait for Adjusted Chronotype and Joshua B. or Activist Support, etc.
Useful outside of combos too, as you can accept the click cost on turns you know you're running a server with a Data Raven in it.
Underrated (currently sitting at 2 stars)-- it's decent enough: I think Runners might be missing the "may" qualification. Most tagging occurs during a run or on the Corp turn after a run, so if you need the tag to miss, it's easy enough to set up. The Runner has the initiative here.
